Washington, D.C. - The United States Trade Representative (USTR) announced that the U.S. will move to establish a second dispute settlement panel under the U.S. - Mexico - Canada Agreement (USMCA) aiming to address Canada's ongoing failure to meet its obligations regarding their dairy tariff-rate quota (TRQ) allocation measures.
"Minnesota producers have long been excluded from accessing Canadian markets. And despite promises made under USMCA, Canada continues to attempt to recreate their protectionist regime that have unfairly harmed Minnesota dairy producers," said Rep. Fischbach. "The USMCA is a strong agreement, but it will only work if the agreements within it are adhered to and respected, and I am glad to see the USTR continuing to press for the full measure of access to the Canadian dairy market that was agreed to under USMCA."
Background: Twice now, Global Affairs Canada, the Canadian trade agency, has released USMCA implementation proposals that fail to provide Minnesota dairy producers with the market access negotiated under the agreement. Congresswoman Fischbach, along with a bipartisan group from the Minnesota delegation, urged the USTR to reject these proposals.
